The Shizuoka Prefectural Police Life Security Division provided an update on their investigation into the open-air bath voyeurism incident on the 1st, revealing the complete picture of the voyeuristic group. The group’s leader, a 50-year-old man who is currently on trial for violating Hyogo Prefecture’s nuisance prevention ordinance, has been charged with secretly filming at least 10,000 people in over 100 locations over the past 30 years.
The leader of a group in Japan has been arrested for secretly filming over 10,000 individuals without their consent at various locations across the country over the course of 30 years. He also had contact with around 100 other voyeurs during this time. The Shizuoka Police displayed the equipment used by the group, which included different types of lenses, tripods, and camouflage gear. They utilized this equipment to record footage of outdoor hot springs from distances of up to 100 or 200 meters away.
This practice, known as “tosatsu” in Japan, involves filming someone in secret for personal use or for sale on specialized websites. The group only began collaborating in the spring of 2021, after meeting on a tosatsu website a few years prior. They even held screenings to share their footage with one another.
